The SoniCAS project aims to integrate gender mainstreaming in the cultural Local Development Scope, specially in the music creation field, by means of: diagnosing, networking, making visible cultural contributions of women in their diversity, generational experience exchanging, increasing awareness of Society; encouraging women’s participation, accessing to formation of and information provided by musicians, artists and creators of a wide spectrum, particularly those engaged in new tendencies.
-Transmission of knowledge is crucial as well as the formation, advising and orientation in terms of Equality and Culture, specially as regards music scopes, referred to positive and practical effects in local development, strengthening the existing resources and the participants’ potential. - Crucial also is the question of progressively curtailing the direct and indirect factors that reinforce sex discrimination in sound creation areas of the cultural Local Development.
The SoniCAS Project therefore, aims to empower key agents and people in their diversity by means of a structured framework that allows for an increase of awareness and the ability to inform, ongoing training and evaluation of this matter, providing a new outlook and enabling instruments to progress. In this sense, it is vital to promote democratic attitudes as an essential part of the cultural Local Development.
The Roadmap on gender equality for the period 2006-2010 outlines priority areas for EU action in this frame such as: equal economic independence for women and men; reconciliation of private and professional lifestyles; equal representation in decision-making or elimination of gender stereotypes. Furthermore, it reaffirms the dual approach of gender equality based on gender mainstreaming (the promotion of gender equality in all policy areas and activities) and specific measures. Gender equality is a fundamental right, a commonly shared value of the EU, and a necessary condition for the achievement of the EU objectives of growth, employment and social cohesion.
The EU has made significant progress in achieving gender equality, thanks to equal-treatment legislation, gender mainstreaming, specific measures for the advancement of women, action programmes, social dialogue and dialogue with civil society. The European Parliament has been an important partner for progress. As a result, many women have attained the highest levels of education, joined the labour market and become key players in public life. Nevertheless, inequalities still remain. Education, training and culture continue to transmit gender stereotypes. Women and men often follow traditional education and training paths which often place women in occupations that are less valued and poorly remunerated. Policy should focus on combating gender stereotypes from an early age, providing awareness training to teachers and students, and encouraging young women and men to explore non-traditional educational paths. Women, however, still face both horizontal and vertical segregation. Most of them continue to be employed in sectors traditionally assigned to women, which are typically less recognised and valued. Moreover, they generally occupy lower echelons of the organisational hierarchy. It is as important to facilitate women’s access to non-traditional sectors as it is to promote men's presence in sectors traditionally occupied by women. Anti-discriminatory laws should be enforced, and training and incentives provided. The SoniCAS project wants to work in this direction. Achieving equality for women and men in local development and cultural frames requires further efforts.There is a huge range of obstacles to their full real participation in this subject, specially in the local development processes, with impact in the economic and public life. Isolated actions are not enough to make a real and continuos change.
The project SoniCAS wants to put forward a new Artistic, Cultural and, particularly, musical Integrative and Egalitarian Creation proposal within Local Development, with the purpose analysing, searching and giving some answers to this reality and challenges for Women in their diversity, from a Transnational point of view., and to this end, shape and transfer new ways of doing for the EU cultural areas , namely within a musical cultural frame. The project SoniCAS-Equality wants to fill the gap for the lack of models and practical means with a structured, non-sectorial approach towards the improvement of Equality levels in the Local Development, of the EU cultural areas by means the collaboration and interrelation of all the main groups, as well as women in their diversity as main counsellors with the SoniCAS programme as reference model in group- empowerment systems.
To this effect the project proposes to research, design and test a new Model of Mainstream Cultural Local Development, with a structural system based in Awareness-raising, providing Information and Formation and Broadcasting, during a period of 15 months, with the aim of empowering key persons and agents. The general methodology is to base itself in several know-how items participated by the Partners and Agents of the project which represent the main actors in the Local Development, specially in the UE cultural areas, where women are bound to have considerable prominence. In a transnational mode, various approaches, skills, instruments, persons and expertise would thus come in contact in order to create a New Way of Doing suitable to become a proposal for a new model of structural approach designed to improve Women’s Equality in Local Development, researching into future possibilities of the Cultural Industry particularly those of sound creation. Strategic lines: Awareness-raising That is to say, gender mainstreaming within the cultural and musical frame and its impact on Local Development, albeit the importance of an integrative, equal participation of women and men in this process to complete an effectively cultural Local Development. Providing information Ascertaining the best practices achieved in the UE frame towards equality promotion in the cultural Local Development frame, specially as refers to music. To show the contributions and participation of the women artists and music creators, throughout UE History, composing, interpreting and promoting equality. Providing formation About technical and practical approaches to the progressive incorporation of Gender Mainstreaming strategies in the Local Development cultural programmes, specially in the musical issue, both for persons and agents implied. Evaluation Current and future impact of Sound Creation in the cultural Local Development: outcome after updating new models of doing SoniCAS EQUALITY MODEL …empowered women Participation of….women in Music Festivals of ….country members Sensibilisation of …..persons and entities trained Broadcast of Evaluation of -PRINCIPLES CAPACITATION: active participation in decision-making COMPETENCE: technical and political competence of the representatives of each entity EQUALITY: integration of the general dimension of equality, quantitative and qualitative, in every organ of the association TICs INTENSIVE USE + SUPPORT TO GENDER AND CULTURAL DIGITAL BREAK: in the internal and external communication of the project EFQM: as a quality general model reference in the management of the process.
